Head of the Republic of Tatarstan, Chairman of the State Council Commission on Infrastructure for Life Rustam Minnikhanov chaired the commission’s regular meeting.

The meeting was attended by representatives of federal ministries and agencies, the Federation Council, the State Duma, the scientific community, business circles, public organisations, and heads of regions.

In his opening remarks, Presidential Aide, State Council Secretary Alexei Dyumin Dyumin Alexei Dyumin AlexeiAide to the President noted that the agenda encompassed matters that have consistently had a direct impact – and continue to do so– on the quality of life of citizens. “Foremost among these is the provision of comfortable housing conditions. It is imperative that the solutions proposed today facilitate the ongoing development of mortgage lending. This remains one of the most effective mechanisms for assisting citizens in addressing their housing requirements,” Alexei Dyumin stated.

Another significant topic pertained to enhancing the quality of utility services. As the State Council Secretary highlighted, it is essential to focus on improving the mechanisms to safeguard citizens’ rights against unwarranted increases in utility prices: “This issue is as sensitive for the population as the prices of essential goods. It must remain in the focus of attention of the state. Concurrently, we must diligently oversee the implementation of investment programmes by resource providers. Additional support measures for socially vulnerable groups must continue to be formulated, and we must prioritise the tasks set by the President in supporting participants in the special military operation and their families.”

Alexei Dyumin also stressed the importance of upgrading infrastructure in small towns. “Without developing road networks, digital infrastructure, and social facilities, these territories risk becoming sources of population outflow. I request that the Ministry of Economic Development and the Ministry of Construction address this matter,” the State Council Secretary underscored.

Deputy Prime Minister, Chairman of the Government Commission on Regional Development Marat Khusnullin Khusnullin Marat Khusnullin MaratDeputy Prime Minister of the Government of the Russian Federation addressed the advancements within the construction sector. He remarked that in recent years, owing to the persistent support from the President and the Prime Minister, alongside constructive collaboration with the Federation Council and the State Duma, the industry has exhibited positive growth and emerged as a pivotal driver of national development. Currently, over eleven million individuals are employed in construction and related sectors. Since 2020, the volume of construction has surged by more than 30 percent. While momentum remains robust, numerous challenges persist. “Housing is the central element around which infrastructure development plans are structured. To achieve the national goal, approximately 663 million square metres of housing must be constructed by 2030 – no less than 100 million square metres annually. We reached this threshold several years ago and must maintain it. By 2036, one-third of all housing stock should be upgraded. This is an ambitious objective, not only for our country but globally. Nevertheless, we have already achieved significant results: over the past six years, approximately 600 million square metres of housing have been renovated,” Marat Khusnullin stated.

Rustam Minnikhanov Minnikhanov Rustam Minnikhanov RustamHead of the Republic of Tatarstan highlighted that between 2019 and 2024, under the Housing and Urban Environment national project, 23.6 million families improved their housing conditions, with 577 million square metres of housing constructed. A total of 810,600 individuals were relocated from dilapidated housing, and over 73,000 public and courtyard spaces were refurbished over this six-year period. A key support measure has been the preferential mortgage programmes, through which over 3.2 million loans amounting to 13.8 trillion roubles were granted. “The new national project, Infrastructure for Life, outlines ambitious targets. For instance, by 2030, we must ensure citizens have at least 33 square metres of housing per person and enhance utility service quality for 20 million citizens. Special thanks are due to the President for the decision to lift federal budget funding limits on family mortgages,” Rustam Minnikhanov said.

Governor of the Vladimir Region Alexander Avdeyev Avdeyev Alexander Avdeyev AlexanderGovernor of Vladimir Region focused in his report on measures to improve the quality of living environment in small towns.
