Meeting of State Council Commission on Industry

Presidential Aide and State Council Secretary Igor Levitin and Tula Region Governor Alexei Dyumin co-chaired a meeting of the State Council Commission on Industry.

The meeting was attended by Deputy Prime Minister and Minister of Industry and Trade Denis Manturov Manturov Denis Manturov DenisFirst Deputy Prime Minister of the Government of the Russian Federation , Director General of the Russian Export Centre Veronika Nikishina, Chief Economist at VEB.RF. Andrei Klepach, Chairman of the State Duma Committee on Industry and Trade Vladimir Gutenyov, President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin Shokhin Alexander Shokhin AlexanderPresident of the Russian Union of Industrialists and Entrepreneurs , and representatives of relevant federal and regional government authorities, development institutions and industrial enterprises.

In his opening remarks, Igor Levitin Levitin Igor Levitin IgorAdviser to the President, Special Presidential Representative for International Cooperation in Transport reported on the discussion of preparations for launching new national projects at the State Council commissions in the context of the goals set out by the President in his Address to the Federal Assembly. He noted, in particular, that the drafting of new national projects related to technological sovereignty should focus on addressing cross-sector issues, including those related to international cooperation and personnel training.

Denis Manturov briefed the meeting participants on the Government’s efforts to strengthen technological sovereignty in industrial sectors. He pointed out that a federal project on robotics was being prepared with due regard for the goal of joining the group of the world’s top 25 countries in robotics as set by the President. He added that a national project on new materials and chemical products was in the final stage of preparation.

Chairman of the commission Alexei Dyumin Dyumin Alexei Dyumin AlexeiAide to the President noted that the President had instructed them to reduce the share of imported final demand goods and services to 17 percent by 2030. To attain this goal, systematic import substitution measures must be taken for a broad range of products, such as low interest loans and subsidies for R&D, as well as the launch of projects related to technological sovereignty mentioned in the Presidential Address.

First Deputy Minister of Industry and Trade Vasily Osmakov reported on the development of solutions for implementing two new national technological projects, Advancing Production Means in Manufacturing and Industrial Process Robotisation, and Advancing Production of New Materials and Chemical Products.

Andrei Klepach highlighted the importance of improving financial instruments that are being used to implement national projects related to technological sovereignty jointly with the Central Bank and development institutions, as well as exploring ways to use the National Wealth Fund for financing the implementation of industrial projects.

Veronika Nikishina informed the meeting about the development of new industrial export support measures and the training of foreign trade professionals. She spoke about the importance of promoting foreign trade professions among young people, students and high school graduates, as well as the need to upgrade educational and professional standards for the training of such professionals.

Speaking about ways to increase industrial exports, First Deputy Governor of the Sverdlovsk Region Alexei Shmykov proposed extending the status of the International Cooperation and Exports national project until 2030. He also called for more attention to be given to improving logistics on high priority international routes and creating joint enterprises with friendly countries.

In addition, the participants discussed the improvement of solutions and instruments for the implementation of the productivity enhancement project and ways to scale up the programme of supporting the suppliers of corporations in Russia’s priority industrial sectors.

The commission will examine the ideas voiced by the participants and will incorporate the best of them when preparing proposals on the development of new national projects related to technological sovereignty.
